I bought this house last fall. I went to turn the dirt in the tiered garden the house came with and discovered about a foot down is a gravel layer covering weed prevention cloth. I don't believe in the stuff to begin with but it seems way too shallow to boot. Will veggies still grow here or do I need to dig out all this gravel and cloth?

It's possible that it was put in there to improve drainage and/or keep burrowing critters out. At any rate, you should be able to grow pretty much anything in a 12" deep bed.

Thanks, what about stuff like potatoes? I remember from last year those things grew down quite deep.

Before you plant, dig or remove , check to see if you are connected to your towns treatment plant. What you described sounds a lot like the leaching section of a septic system. If so, then for a myriad of very good reasons you should cancel all your plans for that area. It could be very expensive otherwise.
