My rangoon creeper plant is sprawling and healthy, gets plenty of water , and about four hours of sun. Can't get it to bloom!

If a plant looks green and healthy but doesn't bloom, it usually means you are fertilizing too much. Nitrogen rich soil produces lush foliage but that's it.
