We have a walkway lined with these trees and their leaves are covered with cotton-like white fuzz. It looks terrible and seems to be harming the leaves.

A bit of searching suggests it might be woolly aphids (Eriosomatinae). Can anyone confirm?

How do we get rid of them?

Bonus question: What kind of trees are these?

Without seeing a photo of the entire plant, it's hard to tell for sure, but the leaves look like they're in the podocarpus family. You might google that and see if you think that's what you've got there.

As for the insects, it's also a bit hard to tell from the photos, but I'd say that yes, those look like wooly aphids to me. That would be especially likely if the plant(s) have been stressed or are sited in a location which is not ideal for them. Again, I'd recommend googling treatment for wooly aphids and then decide on the method that would work best for you and your horticultural practices.
