My sage has been like this all year long, and doesn't keep its leaves for long. The stems are pretty bare until the tip. The lavender has been in the same bed for just as long, but it only started looking like this in the last month. I planted the oregano there from a pot about a month ago and it looked very healthy at the time, a week later it has the same issue and has lost a lot of leaves. These plants are all in the same raised bed.

The soil is mostly clay with some compost, and it stays rather moist. I have lemon verbena, lemon balm, and stevia in the same raised bed and they're doing very well with no sign of the same problem.

Does anyone know what's happening? I have never seen thrips on these plants. I suspect the soil is too moist for them, but I would greatly appreciate your thoughts and experiences.
