This plant has lived in the fog of San Francisco for three years and outgrew it's pot. It was planted it into this new container three months ago and it has been dying ever since. Any thoughts? .

I don't think it is a Dracaena; I am thinking Yucca, maybe Y. elephantipes.
However, I don't know why it's dying... does it have good drainage?

The width and color of the leaves don't quite look right for Yucca elephantipes:
Spineless Yucca (
Yucca gigantea
)
Another possibility is Cordyline which has narrower leaves, could it possibly be Cordyline australis:
