Should we be soaking those coco liners before we use them?
I know some of the coco stuff that came in bags told us to soak it?

I don't because I use a plastic liner. So the coco liner is for looks only. The soil is not in contact with it and therefore, there is no need to presoak it

Oh dear----I don't like the look of the liner, and want to put the plastic on the outside.
I guess I should soak it.

If you have he soil in direct contact of the liner, then I guess it would be best to soak it. I find the liners easy to replace every 2 or 3 years. I find they don't deteriorate as quickly if you use a liner inside. My issue is the birds using the liners for nesting materials in the spring.

Where can replacement coco liners be purchased? I need one that will fit into a cone shaped basket.

Most garden centers carry them and I have seen them at Walmart.
They bring them in towards spring.

I wound up with the plastic on the inside as you do.
The plastic does not look any better.
I placed a small deep saucer inside the plastic, and filled it with vermiculite.
Filled to top with potting soil, and then planted with the old "vining" petunias.
Then I lift them into position before watering them.

I did two others with petunia integrifolia, but they were too heavy to hang so
they are on a table for now.
