The rock in those beds is tufa, which is calcite (calcium carbonate) deposited by flowing water as it crystallizes out of solution - very porous and relatively light for its volume (though not so light as the lightest pumice by any means). I wish the rock garden beds in my yard were natural rock outcroppings but unfortunately, I had to build them!
Making them look not too unnatural is always a challenge! Tufa is great for rock gardens and provides a great environment for many alpines (not those few that really require acidic conditions, though, of course).
