Hi Mark! These appear (via google search) to be a cultivar of narcissus known as "paperwhites". They are daffodils that don't need a cold period to bloom. Typically they can grow with the lower part of the bulb and roots in water and are usually supported by pebbles.
Unless the bulbs sat around too long before being placed in their container with water they should grow and bloom providing the water level is maintained. If the leaves are long and flopped over and still no sign of stems then they probably aren't going to bloom.
