It could be but this one looks like it has more distinct variegation......

The third one looks different with the red on the stems.

It looks like it to me Paul. Growing conditions can cause some change in color and width of color bands/streaks. Has it bloomed? The blooms would for sure let you know if it is correctly IDed.

Shell Ginger blooms on second year growth, the need to be protected from hard frost.
