Growing advice for this plant?

I received a nice clump of it, but it came bare root. (The rest of the plants came potted up in growing medium.)
I would assume by this that it might need a really fast-draining soil mix?

Looks like just average soils and Drainage. I have a few of these but not this cultivar and don't do anything special.

I'd seen it listed in a few rock garden plant lists, and then elsewhere found it noted as a plant to be kept moist...so I was feeling a bit confused.
