I have one very large plant that needs to be repotted, and raised but it has blooms on it, should I wait until there are no blooms

Doris don't repot when it is blooming or it might pout and drop those flowers!

I've done all sorts of things with my plants, including repotting while blooming, well, the cat helped by knocking the plant off the table onto its' head, out of the pot, mix all over the floor, whatta mess! Owell, the plant did OK, didn't drop blooms. DO NOT WATER! The buds are greedy drinkers and will rot themselves.

What ever you wish, Doris! But I would wait, too.
