Earthling, you have a Gusmania there, it is in the Bromeliad family. The part that looks dead on top was the colorful bracts, yours has passed its prime, this is its normal lifespan BUT, if you look carefully at the base of your plant you will see at least one young pup and there may be more nestled in there that I cannot see. These will grow up and eventually send up some color.
It could do with a new pot and probably a bit of fresh soil, something that drains very well. I would stay with a pot close to the same size or just a little bit larger.
Bromeliads are generally not heavy feeders and they like to be watered from above (although their roots do occasionally like a drink also.) You might want to google Guzmania for more specific info. Good Growing on the plant save.
