Whiskey Tango Foxtrot.

This is a plant I took a shot at in Estes Park at about 8900ft. I'm including both the edited version for size & a link to the full size. I'm thinking some kind of fir?

Any ideas as to what it is?

No, it's definitely not a juniper. I was thinking of a larch, but can't find a ground-creeping type.
