I have three portulaca baskets facing full sun, and I can't get them to bloom. Any ideas? Help needed in Dallas!

I confess I am disappointed with these plants.They are annuals here and I expected fuller cascading plants by now.The flowers close when there is no sun and our everyday clouds and rain pattern hasnt helped.
I think mine are in too much fertilizer.
I understand they like more sand and not too much fert.
This is a container of DD's Its another humid cloudy day so of course the blooms are closed most disappointing.

I have seen Moss Rose type of portulikas seed and come back in places they never were,like the front sidewalk.
The other port. is new to me.I wanted a "spiller" for the containers.
I see the last post was almost 3 weeks ago,the containers look better now.
