I had Slap Me Sassy and it increased like a weed for me and the blooms opened well and plentiful. If it's been 3 years and it still doesn't do well I would part ways with it.

I have it, probably about 4-5 years now. I do enjoy it when it blooms, can't set a pod on it no matter how hard I try! Here's a pic from last month.

Edited to add, if you look closely you'll see quite a good amount of buds on it....I'd say keep it. Mine gets mostly afternoon sun. But it's your decision!
