It does this every year, in the hot part of summer. It goes dormant in the winter. You can see what it looks like in the different season here: Stonecrop (Phedimus obtusifolius)

I bought it as Sedum obtusifolium var. listoniae, but I can't find a reference for the listoniae part of the name.
