Inula it is, probably Inula helenium.

The very large bright yellow dandelion-like flowerheads and the large stem-clasping leaves, with fine teeth but no lobes, spines or wavy edges, should distinguish it.

Dear Janet, the plant in question looked most lovely in bits of hedgerow. Especially useful for visits to some NHS Hospitals, like ours.
They give you MRSA free there!
