I assume the question is about the center plant. I am unfamiliar with that one and reluctant to even say it is a Sempervivum. The smaller plants encircling it are obviously not offsets of the central plant. But it is definitely interesting.
The plant belongs to my friend in north carolina, she asked me to help try to identify it because I have such an extensive collection of sempervivums. She is near raleigh I believe and it came from a local nursery there and has not produced offsets as of right now.
travart83 wow that is a cool plant! The offset in the lower left part of the pot has identical coloration, so it could be one from this hen

Actually my 'Ohioan' looks more like the plant in question. it has that odd curvature to the leaf that is so distinctive. The pictures of 'Hullabaloo' don't look quite the same to me. 'Ann-Christy' has this leaf form some times but the plant looks to be a bit smaller too.
I made crosses of 'Ohioan' to some red semps this year to see if I couldn't get more red into the leaves. It stays more green than colored for me.
