According to a UK site, Lady Jane tulips "characteristically have a tuft of soft hairs protruding at the apex." Sounds to me like they're fuzzy on top.

Defiantly the fuzzy part at the top is the top of the bulb. I planted many clusiana types this fall including Lady Jane and they all had fuzzy tops like that.
guess she had her system, but for me if I make an up arrow then there is no question and the mark on the cutting does not hurt it. I also do this if I am cutting brugs...write the name on the cutting
