Do you have grow lights of some sort, Ruth? If not, you may want wait a few more weeks before planting your tomato seeds. The light from normal light bulbs, or even sunlight in a south facing window, won't be enough to keep the little tomato plants happy so they'll need to be moved outside whenever it's reasonably warm and not too windy. There aren't a lot of days like that in February in this part of the world as you well know.
Without grow lights, it can be a struggle to keep them alive if you plant them too early.
I have grow lights and planted peppers in mid-January and will plant tomatoes in mid-February. Without grow lights, I'd plant the peppers in mid-February and the tomatoes in mid-March. You are probably a couple weeks earlier than here.
