They are not flower of a Plantago plant.

An individual flower in the family Plantaginaceae shown as having four petals. In fact corolla is:
"sympetalous with four lobes" - page 254, Flowering Plant Family by Wendy B.Zomlefer.
(Sympetalous - having united petals, partially or wholly, forming a tube or funnel.)

I think it is a plant in Alismataceae family. They have a generic common name "water-plantain" but are not plantain (Plantaginaceae). Unfortunately common name can easily cause confusion.

Maybe the plant from photo above is in genus Alisma

Like Alisma plantago-aquatica
