Hi Greg, and welcome. We could use a little more info about the palms you planted:
What kind of palms are they? How big and how many did you plant? Pictures would be helpful if you can post some!
Are they on a slope or on the level ground?
What is the soil like where you planted them?
Is it sunny in the summer, or do you have clouds in the afternoons like we do here in Florida? How hot does it get? If your 'hill of the winds' is really windy that will dry out your palms even more.
Even so-called 'drought-tolerant' palms will need some watering through the spring and summer, say at least once a week, and possibly more if it is very sunny and the soil is light.
