I bought a tray of pepper plants at a local mom and pop nursery. I brought the tray in and put it on my shelf until we get the hoophouse repaired, and they can move out there until we plant them. I noticed today there was "something" on them, and upon closer inspection, they all are covered with these.... what is it?

Thanks Carol, I took a picture of one that fell off after I sprayed with dishsoap and water, and I thought it was an Aphid, but wasn't positive. I just can't see small things like that very well anymore. :(
