Common Evening Primrose (Oenothera biennis) or maybe Hairy Evening Primrose (Oenothera villosa), hard to tell them apart without a closer view.

I agee that it is Oenothera. Here is what the first year rosette looks like. Many people pull these up at this stage of growth thinking they are weeds.
