This appears to be a different variety, Garden Salsa starts out green and turns red, without a yellow phase. (Unless there is more than one type of Garden Salsa that I'm not aware of.)

Hmm, I bought three of these plants in individual pots from a local greenhouse, all labeled "Garden Salsa," and they all produced these same peppers.

Interesting -- now I'm wondering if the plants were just mislabeled, or if there actually is a "golden garden salsa" or something.
