This is in a pot in our test garden (waiting to be sold in our fall sale) -- which one is she?

I have this wisteria planted at the base of an oak. It has been there 10 years and never bloomed. Do you think the problem is the oak tree, too much fertilizer, or the gardener?

Sandi, mine is on a fence in full sun at least 9-10 hours a day. No fertilizer.
