This Dahlia has kept its odd leaves all year, is it variegated?

I wouldn't call it variegated. It looks more like a nutritional deficiency to me. If you have any Ironite around you may want to give some to the dahlia.

Home Depot and Agway carry it.

It can't be that. I got it with two others in a 3 pack, same soil and light for all 3. The other two always had green leaves and still do. I re potted them all to large pots with excellent soil. They all grew and bloomed but the leaves for this one never changed to all green.

It seems more like a virus. There is something called Dahlia Mosaic Virus.

If you typically store tubers I would discard that one.

I agree, looks like a virus. If you don't want it to spread by insects like aphids moving from plant to plant, then remove and destroy.
