It's a Eupatorium of some sort. I would guess Eupatorium album, but I'm not sure about the species.

I don't think it is Baccharis, any things to look for specifically to differentiate between Pseudognaphalium and Eupatorium album, just looking at the photos I am leaning toward Eupatorium album?

One of the most obvious differences is that Eupatoriums have opposite leaves while Pseudognaphaliums have alternate leaves.

looks like Eupatorium to me with opposite leaves.
