What is the deadline date and time for entries?

I've not been able to find that info. I'm the queen of finishing stuff at the last minute, so specific deadline info is important!

Judging begins on November 8th...not sure if that would be at 12:01 AM and if so, in what time zone.

Yes, the judging start time is very clearly stated but that is not the same as an entry deadline. I would think that they'd possibly want a time gap between the two to check that the submissions were properly categorized and that nothing, ummm, inappropriate had been uploaded before the photos went live on the site. (I know regular members wouldn't do anything like that but you never know who might join just to make mischief.)

The contest goes straight from submission to judging. We don't need the gap because we're monitoring the images as they come in.
