My neighbor planted this many years ago. I think it has hummingbird in it's common name and is a tender perennial...although has survived the tough conditions in the xeriscaped bed. I am zone 8a

I can't see the stems or leaves well but Moonhowl may be right, it could be Firebush (Hamelia patens) which also has the common name of Hummingbird Bush.

I thought the Hamelia sounded familiar, but it doesn't flower. Possibly it was mislabel from the start.The Burning Bush matches better. The height is about 4 '. Thankyou oh wise ones!

Yeah, that close up of the leaves sure looks more like Euonymus to me.

Euonymus will have a squared winged stem, which is another clue for you.
