Yes it does...although I am a total FAIL at sowing anything from seed, so would be reluctant to add that to my badges. I found this online, but have no clue about size constraints. It does appear to be free.

I keep a file handy that is an empty copy of "Microsoft Office 2010". Despite the name, it's a simple photo viewing/editing program.

If a website lets me right-click and "copy image", I open my "empty file" to bring up the photo viewer/editor.

Then I can right-click and paste into the editing window of that file, which automatically saves a new BMP or JPG.

This BMP seems to be 900 X 900 pixels. It looked kind of OK at 90x90 pixels, but a blur at 32x32.
