I bought this plant labeled as Eupatorium rugosum 'Chocolate', Chocolate Joy Pye
I can't find anything in the database for it.
I'm guessing perhaps it is not a Eupatorium at all.....?

Your guess is correct. Eupatorium rugosum is a synonym. Here's the entry for Chocolate.
