I'd go with Viburnum too, but I was thinking V. plicatum tomentosum.. Double file viburnum, although all the pictures of the Flowers don't all look quite right. Is it deciduous or evergreen? Are the flowers fragrant?

It is not evergreen, and the flowers have a scent. I was thinking myself it may be some sort of Viburnum, but there are so many types!
