Just happened to look close enough to notice this little creature. I couldn't find it's exact species.
Hamilton Square Garden, Historic City Cemetery, Sacramento California.

There are other species but this one looks more 'correct' than others.
'twas easy, simply search on bugguide for tree hopper, presto.
