Yes it is spirea but I have no idea which variety or cultivar! It is actually the neighbor's but hangs over into my yard and looks very pretty. :-)

Sadly, I have not yet figured out how to do that. The plant is listed in the database as Van Houtte Spiraea (Spiraea x vanhouttei 'Renaissance').
