The tree looks like a crepe myrtle. The insect is badly out of focus. I don't know what the middle photo shows. Looks like a fish. Sticking tongue out

Can you try and get a better picture of the bug, maybe get one onto a piece of white paper and try a picture from a distance that enables the camera to focus? The white paper will stop the auto-focus from being distracted from the bug, hopefully. If you have a macro setting try that. Also, what plant is it on and does it actually appear to be doing any damage?

I can't tell which pleco without seeing a clear picture of it's back fin, spots and eyes.

Rose, if you can tell us what part of the world you are gardening in, that will give a hint as to the ID of the tree in your third picture.

As Ken said, it looks like it might be a Crepe Myrtle but it's hard to tell until it has leaves and flowers.

As far as the bug goes, if you can just back up and get a better picture of both the bugs and the plant that will help. Some plants are hosts to certain types of bug, or are attractive to them. Also are they feeding, laying eggs, sucking nectar or what? More info and better pics will help.
