Yes these are alphids. You should apply rosemary oil or insecticidal soap to this hibiscus.

If you have some ladybugs hanging around the yard, they love aphids and can do a good job getting rid of them for you!

y'know, i tried them a couple time over the years, they never really took in numbers. i only see the occasional one now and then. but the soap eliminated the problem since then.
