It looks like a Helichrysum to me. Reminds me of Helichrysum stoechas but that doesn't seem to have as many flowers as yours. Does it smell somewhat like curry? Is it cultivated and growing in your area?

It did have an odor......I am not certain that it is curry. It was growing in a mixed flower bed.

Looks like curry.
I have grown curry and it does flower nice like that so someone may have purchased it for the looks and not the useful properties.
