I am asking this for a neighbor whom founf this in her back yard....

Ive seen it and it is weird looking. It jiggles when poked and it has no smell. She tried to move it, but she got grossed out.

It's difficult for me to see your photos, I thought it might be some sort of algae; do those rocks stay consistently wet? Or how about this jelly like stuff:

It would look just like the moisture crystals they sell to mix with potting soil. The same kind of stuff that's inside disposable diapers. I think someone spilled some crystals and they are happily absorbing water when it rains or the lawn gets irrigated.

It may turn green while you wait for it to dry out. Some that I left in a bucket and exposed to air hoping it would dry out and turn back into crystals got a lovely green film.

Oh I didn't spill mine. I stopped to step into the house and forgot to put everything away. The dry crystals had been in a stainless steel bowl on my work surface. It rained a bit. The wind blew a little. By the time I remembered I hadn't cleaned up after myself, the crystals were a beautiful green color. I mixed them into a batch of soil and used them anyway. What's a bit of algae between friends. Whistling
