Can I cut off the twisty bark that appears mid-way up the palm tree w/o hurting the tree? The bark seems to be splitting & becoming detached on its own, just wondering if I can remove it as I find it unsightly. Def don't want to hurt the tree though. Thanks in advance!

If it is completely detached but still around the trunk you can cut it off. Otherwise I'd give it time.
