Pigeon, I'm not an expert, but it looks like s. uliginosa/ Bog Sage. It will take an area with more water than most salvias like, but will also grow in 'average' soil. Mine here does best with a little bit of shade.Also, it will 'spread'.

I had it going in one spot where it didn't do well and have now been getting it going in another area with some shade and where it can spread as much as it wants. Some plants are happy, some aren't. I have an Indigo Spires that's been in the same spot for about 10 years and others that just limp along or don't make it.

Thanks for the ID & details----for that color blue, I might be willing to find a spot for it. However, I was sure I'd love chamaedryoides (germander) and its underground runners drive me absolutely nuts.....so maybe not. I'm always looking for true blue, rather than purple.
