It's the fluff that carries a seed on the wind. But without the seed itself, it would be difficult to ID. Does it have the seed attached?

Cynara cardunculus is another that looks like that. Guess it could be many different things.
Can you find some that still have a seed attached as @Zencat asked? That would sure help.
