Would anyone know what is this? I thought it was phlox until a member mentioned that phlox does not have hairy leaves.

Without the flowers, it's hard to say, but the narrow, whorled leaves make me think it might be Culver's Root (Veronicastrum virginicum)

It kinda looks familiar but the stems don't look like Blue Sage (Salvia azurea) to my eyes.

Could it be Anise (Agastache) of some sort, or does that have hairy leaves and stems?

I agree it looks like veronicastrum but I can't tell for sure how many leaves are in each whorl. Mine have six leaves, yours only looks like four, unless the picture just doesn't show them all.
