the new growth are the tall stems with the leaves at the top. Next year they will have the bright red flowers. Head then falls over and makes a new plant. Rarely seen in local nursery stores.

Looks like some kind of ginger to me but I'm not really sure. I bet @Metrosideros can tell you.
