Bought it discount labeled as oxalis but it looks nothing like it. No growth so I repotted and put outside and two months nothing has grown! Don't know if it's dormant or dead?

It looks a lot like a Cyclamen corm. The stems that contained seed pods coil up like the spiraled remnants that I see on your corm. Most are summer dormant so if it still feels firm then it should start growing soon.

How do I know if it's Hardy cyclamen or not?
