This is the second year I've had this rose, and this only appeared recently. I'm guessing that it's probably a nutritional deficiency of some sort, but I'm hesitant to apply any sort of fertilizer this time of year. Would epsom salts be ok this late in the season?

Dog-related, maybe? I have a couple of roses that display this pattern occasionally, and they're right at the corner of flower beds, right where a spraying cat would be likely to spray them.
Nope. No dogs out there and no cats of the spraying variety on the premises. One of my dear doggies in years past took out a rose for me by watering it on a regular basis. This area is a totally dog free zone, and there's an 8-ft fence out front, so it's not a visitor.

Fall colors, maybe? Or maybe any chemical runoff from the gravel path? Any possible runoff from a roof nearby?
I would try the epsom salts.

I dumped a mild solution of epsom salts on and around it. We'll see. And no, no chance of a chemical runoff. That gravel has been sitting out in a pile in the weather for the past several years. Heh, my dog does love to dig in it and play king of the mountain on the gravel pile.
