Some of my dahlias, sunflowers, and mums are affected by stunted and deformed petals & blooms. Does anyone know what caused this? Any insight would be most appreciated.

A possibility that comes to mind would be tarnished plant bugs, Lygus lineolaris. I've had problems with them on dahlias and mums. A couple of references with pictures:
