The sea buckthorn grows well in northerly climates, but it is subject to a number of plant diseases that might inhibit it from getting established farther south than the UK and Finland where it is most commonly seen. Here's a link to our Plant Database entry for the dwarf variety 'Sprite' but as you can see there's not much info and nobody is listed as growing it currently.
