Not sure how to describe these flowers except as tiny with blue spiny petals.
The flowers grow in clusters and at first glance they may seem large but the individual flowers are small.
Low to the ground and leaves are also small and serrated.

They're in a planter outside a municipal building and so I can't say if they are native around here (Pacific Northwest).

Definitely Ageratum, but there's a lot of cultivars.

Yes! Ageratum houstonianum 'Hawaii Blue' or Floss Flower.

No, I'm not really sure. The colour seems right.
But it certainly is, as you said, an Ageratum.
