It looks like Salvia involucrata to me.

There are several cultivars and they have subtle differences in flower arrangement and color.

I see the slight differences between cultivars. Mine are a bit taller than 6' and start blooming late winter, but it is the plant you identified.

I grew mine from cuttings received from a neighbour and have not observed any seed production during the 3 years I am growing them. Hummingbirds adore these shrubs!
